Policy and practice guidelines for the protection of personal information from CCTV

Announcement of Rajamangala University of Technology Isan 

Subject: Policy guidelines and guidelines for personal data protection from CCTV cameras of Rajamangala University of Technology Isan 

Whereas the Royal Decree on the Criteria and Methods for Government Electronic Transactions B.E. 2549 stipulates that government agencies must establish policies and practices for personal data protection, in conjunction with the Personal Data Protection Act B.E. 2562, measures for personal data protection have been established. Therefore, in order for the protection of personal data from CCTV cameras of the Rajamangala University of Technology Isan to be effective and can be implemented in a tangible manner.

Pursuant to the powers under Sections 24 and 27 of the Rajamangala University of Technology Act B.E. 2548, together with the Personal Data Protection Act B.E. 2562 and the Royal Decree on the Criteria and Methods for Government Electronic Transactions B.E. 2549, Rajamangala University of Technology Isan hereby issues the following announcement:

This announcement is called “Announcement of Rajamangala University of Technology Isan on “ Policy and Guidelines for Protection of Personal Data from CCTV of Rajamangala University of Technology Isan”.

This announcement shall come into force from the announcement date onwards.

          “University” means Rajamangala University of Technology Isan.

          “Policy guideline” means the principles concerning the protection of personal information from CCTV cameras of Rajamangala University of Technology Isan that have been established and announced for use.

          “Guidelines” means the practices concerning the protection of personal information from CCTV cameras of Rajamangala University of Technology Isan that have been established and announced for use. for users to strictly follow

          “Personnel” means a government official, an employee in a higher education institution, a permanent employee, a government official and an income employee affiliated with Rajamangala University of Technology Isan.

          “External service provider” means an external agency that is employed to perform the work according to the needs of Rajamangala University of Technology Isan, such as an internet service provider. hardware provider software provider system service provider

          “Person” means a natural person.

          “Personal Information” means information about an individual by which an individual can be identified. whether directly or indirectly but does not include information of the deceased in particular.

          “Personal Data Controller” means a person or juristic person who has the power and duty to make decisions about the collection, use or disclosure of personal data.

          “personal data subject” means a person who owns personal data or who has legal rights

          “Service User” means a user who has applied for services in various fields of the University, such as applying to be a student, staff member, or receiving services directly with the University. as well as any person who comes to use various services within the campus

The university's personal data protection policy guidelines are as follows: 

The university collects still images, sounds, animations. of service users and images of objects or assets when users enter the area that is monitored within and around the university recorded by a CCTV system In some cases, universities may collect, use or disclose them. Sensitive personal data of users such as facial recognition. but only with the express consent of the service user or permitted by law.

The university has collected, stored, and used personal information of service users from CCTV. with purpose For the protection of life, body, health, safety, personal and property for protection Protect the place facilities and property from damage, disturbance, destruction and other crimes to support law enforcement agencies in the prevention, investigation and prosecution of crimes. and actions to deter crime To assist in the effective resolution of disputes as they arise in disciplinary or grievance proceedings. Assisting in the investigation or whistleblowing process of personnel operations

1) The basis for the benefit is essential to life, where the collection, use, disclosure or processing of personal data is necessary to prevent or suppress a danger to a person's life, body or health.        

 
2) Legitimate Interest Basis: The collection, use, disclosure or processing of personal data is for the University's legitimate interests to achieve one of the above-mentioned purposes.  


3) Legal Obligations: The University is required to comply with applicable laws, including but not limited to workplace safety and environmental laws, and the use of CCTV is an important measure to help meet these obligations.

The university may disclose your personal information to third parties. In the event it is necessary to disclose that personal information for the purposes stated above. The university may disclose your personal information to law enforcement agencies. If there is a need to disclose for the performance of duties according to the law. and to support or assist law enforcement agencies in preventing Investigate and prosecute crimes

The University may retain your personal information for no longer than the period necessary to achieve the purposes stated in this statement or as required by applicable law. The University may be required to retain your personal information for as long as necessary. for the handling of any disputes or legal proceedings that may arise If there is no need to keep your personal information The University may destroy, delete, remove, or make your personal information non-identifiable to the individual who owns the information.

All units in the university are responsible for implementing this announcement. The Office of Academic Resources and Information Technology and the Law Office are to jointly review this announcement to ensure it is in line with the current situation at least once a year.
